Study Title: Carotid Occlusion Surgery Study

Purpose of the Study: To see if surgery to attach the superficial temporal artery to the middle cerebral artery along with best medical therapy can reduce the chances of ischemic stroke in people who have had a stroke due to an internal carotid artery (ICA) occlusion.
Participant Eligibility: Adult Men and Women who have previously suffered an ischemic stroke and have an internal carotid artery occlusion.
Disease/Condition Under Study: Ischemic stroke in the setting of an occluded internal carotid artery
Cancer Related Study: No
Study Drug(s): oxygen-15 oxygen, oxygen-15 water
